Steam game upgrade compatibility with non Steam existing account.

Could someone please let me know whether I can use Steam game upgrades for non Steam existing account?

So I have ESO existing account that I play with and it was not ordered via Steam.
Is it possible to order Summerset DLC on Steam and somehow attach it to my non Steam account?

If you have purchased a non-Steam version of ESO, you will want to purchase a non-Steam Summerset upgrade.
