They have spear, just don't want to release it yet.

There is fighting with fists in ESO as well but that does not mean Zos will ever add such a skill line. Also, what you show still requires a lot of work to be able to add it to the game like an actual skill one and designing a spear for every motif already in the game. It has been suggested that Zos will not add a weapon line that requires a new weapon design because of the art design required for all those motifs and that makes sense.

It would be good to have the location for that NPC. Yes, it looks like Coldharbour but where.

It's in Coldharbour right after you pass the chasm gate.
I understand if they hold back several features to release gradually and keep the game fresh, but no new weapon for years to come :(

    Weird "mage".
In Murkmire Dead-Water Argonians also use spears (or Breton motif staves level 1 as spears :D).

The Fighters Guild in Skywatch has npc's using spears as well. Animation is there. Really wish they'd just add melee staves/spears already.

And in addition, the monks you see on Khenarthi's Roost do some interesting Kung fu type moves I'd like to see implemented into combat. Either class or new skill line.
