That said, I would say that Corrosive Armor isn't, and not just because it isn't strong, but because it's not idiomatic for DKs. It's controversial, first to stay that DK is a DoT class (and that's from developers - they stated themselves that DKs playstyle focuses on that) and then give ultimate that buffs direct damage. I know that "class identity" is turning into a noise buzzword, but I'm going to repeat it here; no need to make ultimate stronger per se, but just make it more idiomatic for DKs.

Be fair. Extend it to 16 seconds. That would be around 19 seconds with Eternal Mountain II. I don't main a DK, but it looks logical, doesn't it ?
When the game lunched it used to be 16 seconds and then people were able to have perma magma armor with perma banner. That is why devs decreased the duration. Sadly after the games changed many skill ware not adjusted accordingly. later some of them were revised and readjusted but different people/developers have different vision for the game.

Back in the days the ulti regen was dynamic. You got 3 ult for critical damage or critical heal (not per second, per hit), then ult for normal hit or heal, then ult for block and so on.

Magma Armor is one of, if not THE strongest Ultimate in the game. The guy who soloed vSPC survived Zaans Dragon Fury with Magma Armor. It's quite strong as it is.
