Most of the content can be done as solo, only world bosses (depends on which ones) dungeons, trials and craglorn require groups
DIrefrost Keep is no longer soloable as of U25, it's impossible to interact with the lever through the door now.Base game dungeons are soloable too, for the most part. Some have mechanics that would seem to prevent soloing, but people have found ways around that (not sure if those ways still work, I just drag my husband with me to Direfrost Keep, for instance).

Blackheart Haven is still soloable AFAIK, same old trick with Leeching Plate and Bahraha's Curse.

I eventually figured out a way to solo it by using the 2 sets I mentioned earlier, which allow you to survive in the transformed state and even deal a bit of damage, although it's very slow due to extremely low DPS.

If you don’t want to deal with farmers, I’d avoid the ones in Deshaan and Malabar Tor during peak time. I hate running through those for the first time on an alt because I’m weird about killing the bosses in order so sometimes I have to sprint to the next boss before the farmers finish it off without me.
For true solo play - no grouping, even with "randoms" - what's generally needed is something closely resembling a solo PvP build. Except with other traits instead of impenetrable, and focusing more on sustained long-term damage output rather than burst.
In fact, a lot of the content can be soloed with a solo PvP build, it just takes longer because of wrong traits and other tradeoffs.
Most of the content can be done solo in ESO, there is a few exceptions.
What you can do solo:
Overland
Public Dungeons
Delves
4 player Dungeons normal and veteran (most of them, some require 2 ppl to progress)
All Arenas
What you can't do solo:
12 player Trials
After you played for a while normal mode content will be easy to clear, if you seek a challenge you can try yourself on veteran content, though for most ppl this takes a while to get to.

I did try that approach in U23 with Streak - but the whole pressure plate room had the "Streak bug" in it, making it impossible to Streak anywhere inside that room. Don't know if they fixed that already, though.

Also, playing solo will teach you how to know your class better and what you could do to maximize its potential, and will also teach you how to use the terrain around you and teach ya how to deal with most of the mechanics which really increases your level of awareness, and you'll notice this when you go solo PvP or group up with some friends to do a dungeon, you're gonna see everything in a different way. With all the experience from soloing, you can help new players or friends! I often carry friends or new players on vet dungeons doing it as duo or sometimes 4-man full. New mechanics will also be easier to learn, if you're a solo tryhard like me, your awareness will be exploding every time you go to a brand new dungeon or try to solo farm AP on towers in Cyrodiil, and I think this is the best benefit that solo playing gives you, it increases your knowledge about the game and how it works, how it behaves.
There are a loooooooooot of tricks that only time and practice will teach you, too many to list here lol. But go ahead if you wanna solo something, I play magblade on PC EU btw, just in case if you're curious about my class and server.

I play solo in the sense that I don't have a regular group I play with and I'm almost never in a party. But I don't actually try to do everything alone - I won't wait for everyone else to leave before fighting a boss for example, I'm happy to join in with whoever else is doing it.
In that sense the vast majority of the game can be done solo, even normal mode dungeons because some can be done genuinely alone if you're good enough and for others plenty of guilds will let literally anyone into a dungeon group or you can use the dungeon finder to get put into a PUG.
The only things I've struggled with so far are two group delves in Craglorn. As far as I can tell they're instanced so only your group will be inside, meaning I can't just wait for someone else to show up and kill the boss with them, and no one in zone chat wants to do them. I suspect a better player with more CP could solo the bosses, but I can't.
I know the solution is to ask my guild to help me, it will only take a few minutes for each one and I'm sure they won't mind. I just haven't had both the time and the energy/right mood to feel like doing it on the same evening since I reached that point in the map. But I'll do them at some point.
I've not tried veteran dungeons or trials, I think for those you do need a regular group, or at least some planning and coordination to make sure you've got a good mix of builds in the group. But like I said I've never tried, it's not something which interests me.
