But when this event was announced, ZOS said that there would be fewer events this quarter, therefore both the 1st and 2nd berries would be available. If that will be the only other event this quarter then the 4th berry will also be available; otherwise the 4th berry will be available during the event after that.

Last year's anniversary event is the ONLY other anniversary event where indriks have been on offer.
So it literally defines normal for anniversaries and first quarters.
