Campaign: Anybody else experiencing this?

I will be playing PvP or doing dailies in Campaign and when I try to leave a delve or after dying try to respawn at a Fort or Outpost. I get this message:

You are already queued for that campaign.
Your attempted jump failed.

or

The destination is full.
Your attempted jump failed.

This is the third day this has happened to me while inside of Campaign on the Xbox One.

Happens often in a delve, but haven’t had it it happen at a keep or outpost. Best to avoid delves in a pop locked campaign.

Never happened to me when trying to respawn at an objective, but it frequently happens in delves.

The problem is, when there's a queue to enter Cyrodiil, if you enter a delve then you are effectively exiting the campaign.
I know it doesn't make sense, but that's how it's handled by the game.
Delves are a separate instance from the main Cyrodiil map, unlike for example quest giver building interiors (which are merely underground locations beneath the actual buildings).

Unfortunately there's no "fix" or even a workaround for this. Do not enter delves in a poplocked campaign, ever!

I'm getting this very, very frequently in the Imperial City when trying to take a ladder from my base to a district, or a trapdoor from a district to my base. It typically takes 3-to-5 attempts before I'm successful. At first I, too, thought that it had something to do with the campaign being pop-locked, except it's happening even if all 3 alliances have just a single bar on the campaigns screen, so apparently that isn't it.
