[PS4] EU server - Why do skills stop working in Cyrodiil?

It's not all the time. Just every now and then. It's not repeatable. Just in some places, skills stop working altogether. Can't light attack, nor heavy attack. Class skills also don't work. A work around is to move around. But does anyone know why it's happening?

On my skyshard run with a new PS4 toon,
in dungeons I'm sometimes standing in front of a mob
and no attack skills work. Only moving around helps to cure the situation.0
