Felande Demarie not present at Rosy Lion

I have new characters and would like to obtain Rosy Lion via them (last free room I do not have). The issue is that Felande Demarie is nowhere to be found in the inn or city. Taking quest from ghe store gives quest marker to the default alliance city. I am 100% sure I did not do that quest yet on those characters - she is present and can handle quest in front of other rooms (fx: Rimmen). How can this be fixed?

✭Pretty sure she doesn't show up for those because those were the original inn rooms, made free with the housing brochure intro quest if of the correct alliance, or for a few thousand gold otherwise."Best" healer PC/NA1
