PvP wise combat sucks. Stop slowing it down until it eventually matches the lag/desync.
Im no expert but it seems like you try to avoid investments regarding server infrastructure on cost of a fluid gameplay.

Performance Fixes... no1 of devs notice... that ESO have sooo many players... coz of unique combat system... and they *** up it every patch they make
