I’d be much more concerned at the atrocious drop rate for Shields of Senchal. Given you have to do 60 quests to get the achievements associated with these, the drop rate should be something like 1 in every 4 or so as I would expect someone who did both the achievements to be able to collect almost all of the motifs along the way. The reality is that players will complete the achievements and have a half dozen at most.
