Can't get event tickets and cake

I logged in today first time since event started and when I tried to buy event quest from the Crown Store, I got an error saying that I finished the quest. I checked for chef Donovan on the docks in Auridon and he is not there. Also, when I killed and looted delve boss and dolmen boss in Auridon I got no tickets.
