While I do the steps of the quests from the orc Jester in Auridon, the quest does not seem to update. I just need to throw some petals to the grumpy NPC's right?

Yes that was what I did. But it has three parts, Vulkhel Guard, Skywatch and the College. You need to throw petals (using the E key not the memento) at the two marked Grumpy NPCs at each location. Maybe you have to wait a couple of seconds for the quest to update depending.0 -
