… I also noticed that while mounted the player was getting hit with the aoe attacks you get hit with when you are attacking and stand still for too long. … How can a player show up and never engage the mobs, aggro them, gain exp and loot?
I was mounted right next to the player that I'm writing about, but I was never hit with aoe's. Was I standing in the wrong place?

Getting hit by the AOE lightning actually counts as "participation" and qualifies you for the reward.

OP, how many people were actively involved in the dolmen? Was it less than 12?
That is the only way of which I am aware that someone who didn't actively contribute to the overall damage would be eligible for a part of the reward, because only the top 12 damage dealers (at least in a crowded, greater than 12, field) get a piece of the pie.

Is this still true?
I know I am not one of the top 12 on most dragon fights....and alot of Dolmens, and I still loot every time.
Isn’t it the top 12 for the final dolmen boss, but no limit on the chest at the end, so long as you’re close enough to the dolmen?
Edit: the limit applies to world bosses (just look at the threads from the Murkmire event) but not dragons. Arbitrary and not explained well in the game, as things usually are in ESO.
