eso has stopped working

Things I have done:
1. dxdiag - no problems found
2. Repaired the game via the client
3. Ensured visual c+++ is installed (newer version are installed)
4. Confirmed game has access through firewall
5. I'm not running any add-ons
6. Added eso64.exe to nvidia control panel
7. Reduced the complexity of my account password in case symbols have issues
8. Checked permissions to client files and savegame locations
9. Rebooted, obviously
If I enter an incorrect password the game tells me as such but as soon as I enter the correct password I get the crash reporter.
I've tried this a dozen times.

WastedJoker✭✭✭So I figured it out. The game won't let me login if my vpn is connected even though I've whitelisted (split tunnel) the executables of the game.

WastedJoker✭✭✭ok, so if I don't whitelist any ESO .exe the game logs me in fine. Not sure why it won't work over split tunneling
