You actually think this is about pve? Hate to break the news to you but the same small group of pvp players, you know the ones that call everybody potatoes or casuals any time you hint at taking away a advantage is causing this. Just like the bg change, The animation cancel change, etc, etc. This small player base is responsible for hundreds of major nerfs throughout eso history. You think they get on pts to test? they get on there to look for advantages they can use when things go live. They come up with mechanics or builds that give a advantage that ends up spreading like wildfire, then nerfs happen. How many nerfs have happened in this game that was not a big deal pve wise but was breaking pvp? There needs to be a time when its time to grow up and start pointing fingers at the right people. Is it Zens fault or those type of players why things get changed?

I mean talking PvP in anyway other than trial and error is a moot point. There are so many variables that it will never be able to balance. They only look to complaining when PvP is concerned.
Hate to break it to you PvP is a smaller player base. If you are saying that they are catering to the casual then they are catering to overworked questers aka low end pve.
Also balanced damage output in pve should give you more of a norm in PvP. Well if the damage skills are applicable in both.
PvP balancing or even pve balanced isn't controlled by any player. Talk to a rep, the changes you are mad at probably made the rep jaws dropped to.

There are no skill cooldowns, but there is a GCD.
