This is a very costly way to quickly gain levels.

    1) Writ locations in Elden Root, Wayrest and Mournhold
    2) Just get a truck ton of "cheap" Master Writs, level the skill lines on your new character, or, possibly, make the required item(s) on your main crafter, just bring them over to the new one (not sure if that'll work, don't think it does).
    3) A lot of spare mats, time.
    4) Hoarding for a while? Maybe on test server?

This is leveling by completing master writs. (and the video isn't a guide really I see)

They can be turned in at the guy by the daily writ turn ins in Mournhold, Elden Root, and Wayrest.

You will need a lot of Master Alchemy Writs and/or Master Enchanting Writs. Your character will also need enough skill points to get the passives in one or both of those crafting skills (maybe purchased skyshards on crown store?)

    A better explanation:

    http://benevolentbowd.ca/games/esotu/theorycrafting-leveling-by-master-writs/

It is generally very expensive to do as you won't get enough master writs from your other characters unless you save a long time for it. You should also wait until a double xp event (like Jester's Fest) and use the best XP Scroll/Drink that you can to maximize xp gain.

It is a niche leveling technique really, I suppose people who buy all the skyshards with crowns will get plenty of skill points that way and their Fighters/Mages/etc leveled, but if you will need to get skill lines and skyshards yourself this probably isn't the best leveling technique.

Personally, I have sets of leveling gear pre-made (4, 10, 20, 30, 40) with all training and sets that help the build i have. (I don't really have alts, i have crafting mules and they are all mDKs lol, so they all use the same stuff). I then use the XP scrolls we get from daily logins - save the bigger ones for higher levels - and I hit every single public dungeon starting with the easiest. You get 1 skill point from the group event + 1 skyshard per and you level your combat/class skills along the way. Usually I reach level 50 before clearing all the public dungeons in dlc areas.

Oh, if you do decide on writs and buy skill points via crown store you might want to get a few extra and drop your desired skills on your hotbar as they will level as you turn in the writs too.

I always look at leveling methods by what I will have to do for that character anyways (ie. get more skill points that just the 1-50 levels give you). To me there is little point in investing all that gold to level in under an hour and then have to spend several more hours collecting skyshards/doing pub dungeons/4man dungeons just to get the skill points I need when I could save the gold and do those activities while leveling instead. But to each their own!

Just grind and explore. Odds are you need to level Fighters/Mages/Psijic Order/Undaunted guilds for whatever you need. These can all be done by simply exploring the world, collecting books, skyshards and portals. Have your queue up constantly for a dungeon. You need to do these things to earn skill points anyway, there is no purpose in getting to max level so fast just so you can grind these things later when earning experience does nothing for you.

One thing to take into consideration is skill points. It can be helpful to have a few more skill points than what we receive merely from leveling. It is why I do a big chunk of the quests that grant skill points. Speeding through them is fast though it is longer than 45 minutes. Then again, you can just buy some skill points these days.

People above have already answered but I wanted to add some input.

If you don't like/want to spend this amount of money to get these another good speedy alternative is Skyreach Catacombs. Many guilds do alt leveling runs during holidays with the EXP buff just to plvl their guildies alts. Each run takes around 50 minutes but the payout is around a million EXP. I know during events like these I've leveled other people doing runs and it takes 2-3 runs to get their toon to 50 depending on EXP scrolls/pots.

Something you may want to look into since Jester's Festival is around the corner.

Better to wait for Double Exp event, then combo it with experience scroll and go to do Alik'r Desert Dolmens. Way better cost - effective and you can probably go from 3 - 50 level in maybe a day or 2.

If you have the money however, then well...

btw. At some point he scrolls through his inventory and you can see that he has a lot of level 150 crafted potions & poisons. My theory is this works in the following way:
    - Craft a lot of top level potions & poison on your other character, then bank it and transfer to your newly created level 3 character.
    - Use double XP scroll.
    - Accept top level alchemy crafting writs (maybe even provisioning or enchanting as those should work too). You can buy them from guild trader or farm them on other character.
    - Immediately complete the quest, as you have the "X" potion / poison in your inventory.

For the average gamer, this quantity and standard of crafting writ completion to level a character is simply unachievable and not realistic.

I strongly suggest instead you concentrate on completing dailly quest missions, dailly random dungeons and then hang out in the large public delvs (the bigger than normal delv ones, wich tons of bosses and adds that regen fast). Doing this will level you relatively quickly, it only take a couple of hours to complete dailly quests into double figures, thats a lot of XP, especially with any XP scrolls on.

Both the fighters guild and mages guild offer dailly quest missions, once you unlock these using your skill points (its a passive). Once you are high enough level you can also unlock the Undaunted guild, this provides 3 dailly dungeon missions called "pledges".

In DLC zones you can pick up dailly quest missions from the quest givers, there are usually at least 2 (who each give different missions, so one will give different world bosses, the other will give different delvs), sometimes 3 once you complete the zones story enough. Off the top of my head...

Wrothgar has them in the tavern outside the main city to the North.
Vvaardenfell has them inside one of the cantons, you have to mess around a bit to unlock them.
Summerset has them in Alinor just below the wayshrine area.
Gold Coast has them in each city, on notice boards.
Mirkmire has them in the main city, across some shallow water behind all the guild shops.
Elswyr North, has them the main city, just along from the wayshrine, there are 3 including the dragon dailly.
Clockwork city has them in the main city, right next to the wayshrine.
I think Hews Bane also has them, but I have never actually done those ones. I havnt done any in Elswyr South either.

You can still run dungeons even if there are only two of you, because you can queue for another two random people to run the dungeon with using the group finder system. Also note that when you are picking up the dailly quest missions, you and the person you play with may get given different missions... I didnt realise this for a long time so note... one of you can take a missions, then share it from the Journal screen with your group... you can then both do it and hand it in. Then the other person can pick up their different mission, and share it with you... so you can do way way more quest missions by sharing them in this way = lots more XP.

Hope this helps. Look online for the quest givern locations if you cant find any.
