Puncture, Inner Fire, and Heavy attack ice staff on NPCs in PvP zones

I play primarily Cryodiil with a buddy of mine and I play as a tank-ish type PvP character when taking resources & towns. I use “Ransack” on NPCs which is a morph of puncture I can get the NPC attention and in the past this skill has worked perfectly however, recently the NPCs lose aggro almost immediately and start chasing my friend who is usually using only bow. Is there some new bug I am not aware of is this a known issue?

To be fair, there are bosses and NPC’s that don’t always hold taunt in PvE too, @NeoXanthus.

But, PvP is a different content type with a different set of rules.

I have been playing ESO at beta. I have only been doing PvP for the last 5 years. I have never before had this issue with taunting NPCs. All I really want to know are others having the same issue.

The NPC’s in Cyro have been acting weird since update 25, same with a lot of bosses in PvE too. The run back and forth like they can’t decide what they want to do etc.
This definitely sounds like a bug to me. Taunt should absolutely work on these enemies. Just stick in bug report and it shall be addressed sometime around next spring with some luck.
