Hello ! I have a lot of lags since some days, and i would like to know if reinstall the game can solve this issue... Also, can you confirm me that reinstall the game don't delete our character data ? I assume not but i prefered check this :)

    It won't delete any if your data, but I doubt it can help with performance. The only case where I think this might apply is if you were playing off a heavily fragmented HDD, which would impact read speeds, but that should only reflect on loading times, not latency/responsiveness.

    Your account and characters are all save, don't worry. You can delete and reinstall as much as you want. If you have addons you can backup that folder elsewhere to be safe.

    There have been some cases were reinstalling the game has helped people who were having issues beyond the usual scope. However, most of the playerbase is currently experiencing horrible game performance, so there is no guarantee that reinstalling will help you.

    loading screen times depend a lot on the time the server needs for zoning you into a shard - this takes often longer than the actual loading of data, especially in crowded regions.

    Reinstalling won't fix lagging. I've tried that on two separate consoles.

    Can confirm it doesn't work on PC, either:

    I did a total wipe of all ESO files (backed up all user and addon settings first!), then did a clean reinstall. Nothing. Nada. Zip. Bupkiss.
    Same old lag - and also the same old disconnects every couple of minutes in Cyro, any time when anyone within 5 miles of me even thinks of starting any fights.
    And no - restarting the router didn't help, either.

    Other online games work perfectly fine for me with ~50-70 ping, go figure.
    ZOS, your servers are hot garbage.
