Necromancer Question: Outlaws Refuge.

If a Necromancer were to use an ability labeled as a Criminal act, will NPC’s inside any Outlaws Refuge react accordingly? or will they not react since they too have criminal histories of their own that shares some measure of equal viability?

Because if they do not react to abilities labeled as a criminal act, it would make for good sparring grounds between Necromancer Players.

If a game does not respect your time, best thing to do is move on from it and find something else.

    .....now I want to go spam necro abilities down there and see. A whole secret, underground arena accessed through the outlaws refuge set up in such a way that it seems NPC's are betting on which necromancer will win would be fabulous. Especially with the possibility of vamparism and werewolf skills becoming illegal, a special arena down there would be quite fun.

    The ones in the Outlaw Refuge and most overland NPCs outside of settlements won't react to necromancer abilities, but there are some exceptions. For example I was exploring Vvardenfell on my Magicka Necromancer and came across the random encounter where a cliff racer swoops down on an NPC, and you have to kill it, I used Blastbones on the cliff racer, and the NPC got me a 270 gold bounty for it. Even transitioning into an area with responsible NPCs before your summon despawns can get you a bounty. For example you summon Spirit Guardian, port to a shrine in town, you'll get bounty instantly as the NPCs around notice it when you spawn.

    I assume the outlaw refuges are safe to use necro abilities in.

    I do remember saving a khajiit in Elsweyer from a wild bird attack and got a bounty for my trouble. Needless to say I turned her into canon fodder.
