Can you change your account name and still keep all your toons, current friends etc?

Sirona_Starr✭✭✭✭✭I checked that page - it's not very clear on what you keep etc. I should have more specifically asked in game friends, because that seems to be linked to an @name, rather than an account, if that makes sense.
