Seems like most of the stuns in the game become unbreakable about 50% of the time, and nearly every stun is taking several attempts to break free of. Leap takes multiple attempts to break free of and often causes you to slide without getting ability usage back for a full 1-2 seconds. Reverb takes multiple attempts to break free of almost every time. Streak takes multiple attempts to break free of almost every time. Dawnbreaker seems to be a particularly bad one, often becoming fully unbreakable even in non-laggy scenarios like duels or battlegrounds.
Many instances of break free are causing your character to start the break free animation, then stand still with no ability usage or movement as if still CC'd. The second attempt at breaking free then allows you to actually break.
This is destroying combat and is likely a direct result of the changes to block, just like many of the other combat/performance issues happening currently. The fact that spamming block disconnects you from the server for MESSAGE RATE LIMIT is a testament to this.
You really should be reverting these changes, not testing fixes that are almost guaranteed to not fully solve the issues. It is amazing that such a gamebreaking change was allowed to go live, and how little attention it is actually receiving. Do you even care about the portion of the playerbase that focuses on combat, or is your focus solely roleplayers/housing & cosmetic enthusiasts at this point?
