Super-simple question. Is there a minimum level to add a friend or send a mail to new player

So not to be click bait, the question is already in the title.
I would like to add friend or send mail with starter care package to a friend that started to play yesterday, but email or Add Friend option is not finding his character name or account ID (with or without @ID).

Is there a minimum level, or maybe he needs to finish tutorial or something?
I have the correct account info since I have the screenshot, so the typo is not a reason.

Yesterday I send friend req to my gf and send items and Imperial edition on 3 chars lv3-lv5 or so

I bought some extra copies of the game and I think as long as the game as loaded the character into the game, you should be able to add them. For sure, once out of the Tutorial you can add them and mail to or from them.

Nothing is really needed in the Tutorial, so that is not a huge issue.

Are you sure even with the screenshot that your friend is on the same mega server you are? I had that problem with a good friend; turned out she had started on PC EU instead of NA....

The mega server region is ok.
For some reason account is now showing on add friend finder, so I have opened a ticket with support.

I just wanted to check are there any level or a new character limitations before I open a support ticket.
