Well, can't say i'm happy about the general state of the game, since i have not been playing for quite a long time, i tired it today and yesterday, and i am very disappointed by the general balance of the game, but that is not the major problem i have with eso at the moment.
I like the fact that it was a pretty low-key patch as far as "balance" changes.
Performance is garbage, though. Lots of DCs, the dumb change to block animations seems to have (unsurprising) unintended effects on combat in general, weird stuff happening in general.
I finally ventured into Cyrodiil again, and didn't experience any significant issues. There was one time while fighting Imperials on the way to a scouting mission that I had a bit of lag and skills were a little slow to fire; but then later on when I was with a group of other players everything seemed fine. Go figure.
Its not a bad patch, Ive seen much worst (cough nerfmire). As someone who is having trouble staying interested in eso, it also really hasnt changed anything to make me want to play more
I literally blue screened the first time I entered my character selection after download was complete. I laughed out loud literally. Other than that performance seems to be on par with the norm..although, I haven't went back into Cyrodiil since U25, yet.
If you have been around the block a few times with this game, you should know the track history of game fixes for ESO. Not worth the time and headache to go into details. However, I did chuckle quite a bit when I learned of the announcement of great improvements to come. Well, it is no difference from past history of ESO, but you have to give the good folks at ZOS land some credits and benefits of the doubt because they put forth something instead of doing nothing. Sure, there are still plaguing issues (like blue screen crashing, cough, cough, among others), but the game still looks fanatic. The game is just so massive and expansive not to expect some issues to occur, though frustrating some can be. Whatever, play on or not..
Cyrodiil performance is so bad compared to the previous patch. It quite frankly makes no sense how it could get worse when ZOS says they're trying to make things better.
Iceheart was needlessly nerfed. Although could've been way worse if peeps didn't speak up.
The vamp drain nerf could of been decent as other's have suggested. Fix the stun (seemingly impossible apparently), change the stun animation & it stuns after the first tick with an alternative animation (no longer instant and not buggy), or alternative animation with a damage nerf. This skill might become completely revamped later on, but for now definitely shouldn't be used as a primary stun.
I understand that they want to test solo queue bgs, but unlike the time they tested no cp pvp camps as the only option this type of testing prevents peeps from playing together in a game that is inherently supposed to be a social experience. I love the idea of solo queues, but it should be something completely separate from the regular queue.

Check tamrieltradecentre.com for the best deals if you're not using a price checking addon).
Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).
Honestly i’ve been login to help my friends to level their alts and not to get kicked from the guild for now. The removal of the group queue for BG has been the most stupid thing ever. Im spending more time watching ESO streamers while i play other games than actually playing ESO.
I don't buy DLC when it's only dungeons and I've not noticed much difference with the rest of the game so I'm largely indifferent.
This morning I was previewing a lot of different houses and noticed the loading screens (going into small, empty instances) were slightly quicker than normal so that's something. But other than that it doesn't seem to have made any difference to the parts of the game I play.

on the day after the harrowstorm-update my ps4 totaly crashed.. have been stuck in ps4-safe mode (and later with BLOD error) for 3 days..
miraculously i could get my ps4 running again, but is not the same anymore..
all menus are REALY LAGGY now.. i mean ALL!! all from eso.. all from my ps4-os.. all from other games.. i guess my 1year old ps4PRO will break completeley withing the next few days..
..not a good update, from my point of view..
My stamsorc ultimate is Aegus caller set. Also, where is my class passive rework? Why I'm still using generic spammable instead of class one? Where are the performence fixes.
Performance in the first week of the patch was excellent in PvE, though PvPers had it pretty terrible. Then they fixed that and made it terrible for all of us,
game is on-par with fallout 76 in terms of bad performance, i am sensing a pattern now since the game's performance goes down the toilet everytime a dlc/chapter comes out.
The game has never been this unstable before. My trial groups are suffering because of constant disconnects and crashes, I am suffering because my skills sometimes don't launch somewhere between 1-3 seconds after activation, old bugs are still there and Nightblade is still in the gutter and Shadowy Disguise was unintentionally stealth nerfed because of a targeting bug with it.
At least framerate is a bit better but it's simply not worth the experience I've had to go through
