They mostly use stolen credit cards and hacked keys to create a account that will soon be banned/deleted, or use hacked/compromised accounts.

All this accounts gold sellers make brings no money to ZOS, because the purchase is refunded by the credit card company. It probably costs ZOS money for every account they "purchase".

Most of the gold/power-leveling sites are also schemes for steeling credit card/game account information from costumers.
