Clues (or my accounts) about FPS drops in Cyro. What's your narrative?

Before update 24 (Dragonhold) my game didn't have FPS drops outside prime time in Cyro, I could play for hours. After the update, one day, my FPS got to less than 10 fps constantly and someone in zone chat told me that it could be a memory leak, so I went to check it and the 16 GB of memory of my PC were being used. Because of it the OS (or the game) needed to constantly free memory so the game could keep running causing fps to be really low. So I rebooted my game and things got to normal, but after a few minutes (maybe 15) fps got progressively lower, so I checked the memory again but this time everything was okay, so I rebooted the game again and once again things were okay for a few minutes or a a few deaths. Since then, in Cyro, after a few minutes, deaths or load zones, fps go to unplayable level and I need to reboot the game, but never again the memory got full.
Only a few people have this problem, for instance my girlfriend doesn't have it (uses different machine) and other people started having it before update 24. I already tried: install the game again, deleted add-ons, move the game to another PCI-E SSD. I need to try use here account and vice-versa. I use Steam and she doesn't.

    OP, you mean U25 not U24, right? U24 was last year.

    FWIW, my experience with U25 (on PCEU) so far has been more or less the opposite of what you describe:

    After U25 launched, and the "PvP crashing week" was over, my FPS in Cyrodiil has been consistently much better than before the update. It now sits much more frequently at the VSync limit (60FPS in fullscreen, 30FPS windowed because of an issue with VSync in Windows Aero).
    Moreover, in big fights, I'm seeing massive improvements as well - what would formerly be 7...10FPS big fights, are now more like 12...18FPS.
    Sounds great, right? Well, not really...

    Despite the improved framerate, Cyro is still extremely laggy and buggy, far worse than it was before U25.
    Abilities either take ages to fire, or never work at all. Ultimates regularly drain all ulti and produce no effect. Weaving any ground targeted abilities is next to impossible.
    There are also huge desyncs, my character is perfectly fine one second and dead 2 seconds later, after getting afflicted with unbreakable CC.

    Garbage, that's what it is. Broken game. Sad.

    No, I mean update 24 Dragonhold. The update after the DOT meta. The issue I'm talking about only affects some people. The FPS gets lower and lower with the time played, until it gets like a slideshow and you need to quit the game and restart it, to reset the performance.
    Update 25 brought:
    - the crashes in the first week;
    - faster loads;
    - faster entering into buildings using the doors;
    - 0 stamina recovery in some chars and only sometimes;
    - Apparently random skills not registering when used, usually the first skill when switching bar and switching back to previous bar. Like switching back bar to heal and go front bar and the heal didn't go off.
    - Getting out of cloak easily, but I'm no expert using it.

    I went online today with all the add-ons switched off and the in game combat text turned off and the performance was degrading slower, only after 2h, more less, the fps went below 20 but when I started they were between 80-100. I was at 4k

    I made a little, bad quality, video that shows my performance before it degrades with time. I used to have this performance all the time outside of prime time.
    The FPS are a bit lower than normal because of the recording of the video.
