Issue with setting up ESO on a Win 10 machine, Home - 64 bit

Howdy folks, I am hoping you are able to help me with some weird issues. I had to reinstall ESO after a fresh install of Win 10. Here is what's going on.
I have to go through the setup every time I run the game, Eula agreements and setting up the brightness.
I have tried to install Addon's via Minion and manually, they will not show up, not even when you click on Addons.
Please check out the attached picture.
I have researched online and made sure that the Addon folder was not in my OneDrive document folder. Also, I ran the launcher under Admin. Still the same issue. Every time I tried to run ESO it would create a new folder. (Please see attached pic) I made sure that in the properties ESO was not set to read-only.
I've tried to figure it out but can't. Any help would be greatly appreciated.

Dosuul✭✭✭Is the path to your addons correct?
It should be drive C -> Users -> your user -> documents -> Elder Scrolls Online -> live -> Addons0
