From what I've been reading about how weapon power scales into the Veteran Ranks, absolutely.

Yes. You just have to allocate your stats differently.

Destruction staff DK is going to be magicka intensive, so you'd upgrade stamina only enough to block on a regular basis, and sink more into health + magicka.
