volendrung isn't working the way I thought it was meant to.

I thought volendrung was meant to spawn in the loosing alliance's campaign, to give them a fighting chance yet it keeps spawning in the winning alliance's territory, as in in between their home keeps. it doesn't help that tonight, ebon heart is first place on the score board, they have emperor, and then they go volendrung spawning between their home keeps, even through they have control over most of the map. isnt it meant to go to the loosing alliance, and not the one with half the map and also emperor?

I also don't see anything in the Patch Notes or PTS notes about Volendrung spawns. In the latest Combat Q&A in August, the Devs did say that it was working as intended. https://forums.elderscrollsonline.com/en/discussion/490953/u23-combat-q-a/p1

If by cause mass chaos they mean ensure that no upsets can happen in the campaign and assure victory to those already winning by nearly 100%, then it is indeed working well.
