In my humble opinion, you need to re-post your report in the Technical Support forum section according to the platform on which you play TESO:

I've had similar problem, when my game is in windowed mode, i select character which i want to load and switch to another window.
After a while i switch back to game and there is error like(timeout/unknow).
If i select character which i want and stay on game window(dont lose focus) game loading properly.
Or start game in fullscreen and dont use alt+tab until my character is loaded into world.

Configuring ESC > Settings > Video to load the game as "Windowed (Fullscreen)" works for me. If I want to do something while the game client loads the game, before I select a character (or while the character is loading), I just use the Windows Key to display the Task Bar -- i.e., so I can run another program or switch to one that is already running.

When I wait until the character that I selected is loaded, the mega-server does not drop my log-in for at least 15 - 20 minutes. That is enough time to do something else, such as use Discord to communicate with friends and fellow guild members.
