Mercenary Motifs

Okay, posted about this before. Going to do it again.

I just used 80 keys and a friend used 75 keys on the blue boxes from the Undaunted Enclave. Neither of us got a Mercenary motif. I haven't had a single one in 4 months.

Is this broken?

I used to get the all the time on xbox EU.... too many of them. But now, it's the complete opposite.

I'm not sure, but I think only the single key chests can drop the motif, the 5 key chests do not.
