if inner light is only on 1 bar and you use a spell power pot, bar swap twice while in combat and your spell crit will be below 30%
This si confirmed with CMX, it's not just a UI bug

The spell crit is reporting as 36% mean, however the damage is reporting 70% as critical0 -
