Weird stamina bug I encountered a while back

Not sure if I am supposed to post this video or not? I’m new to the forums so let me know if I need to remove it, anyway see for yourself and let me know if y’all experienced a game breaking bug like this

Wow that sucks; no I just have issues with stamina recovery in combat now, versus before the "overhaul" patch, I haven't encountered this yet.

is both stamina and magicka recovery is bugged this patch.

This is before patch and it does suck. I also encounter the Stam recovery bug as well frequently I have plenty of videos and screenshots and it’s always in pvp environments when fighting pvp enemy’s never npcs for some strange reason

Not sure about the mag recovery as I only have one mag toon that I don’t play often enough. I think there is reports floating around the forums of it happening on mag toons can’t say for sure or how long it’s been happening
