Draugrkin's Grip set question

hi,
i am still unable to drop all pieces together to get this set and i dont have time to download pts so i wanted to ask how this set works in real.
is there some GCD which limits that added damage, or it works on all my skills ? (i need to know if it adds damage more than once per second .
for example, if i use direct damage to proc it and then i have 4 aoes, does it increase damage of all my aoes?)
(5 items) Dealing direct damage to an enemy places a ghostly curse on your enemy for 6 seconds. Cursed enemies take 617 extra damage from all of your damage abilities. This effect can occur once every 9 seconds.

It gives about 2-3k more dps then pairing elfbane with elemental sucession
it seems to greatly empower dots1 -

If a game does not respect your time, best thing to do is move on from it and find something else.1 -

✭✭It’ll strength all 4 aoes which hit the affected target. It’s not a great set thanks to the other set bonuses unfortunately.0 -
