Performance enhancements not working?

With the exact same settings and with or without addons my FPS is not improved. In some areas it seems to be lower than before. I used to get 60-100 FPS depending on where I was in the game and now I am seeing drops in to the low 30s in some cases.
I have tried generating a fresh usersettings.txt file as well as playing with no addons with no change.

I'm on an i7 8770k and rtx 2070. ESO and Win10 are on an M.2 drive.

    Yeah same... the game is MUCH laggier and less stable than it was before the big update.

    Same here.
    I used to play on 70-100 FPS before the update. Now it's 50-30. Too low. I have no add-ons and my settings are set to improve the performance, aka things like Ambient Occlusion etc turned off.
    This is really upsetting, to be honest.

    The patch was not for an fps increase - they stated this multiple times.

    It is a performance patch that only has fixed the way that processed information works in the game so you get more stable fps over long periods of play especially in dungeons and trials where fps would tank over time. This patch is more directed to help consoles and you probably wont even notice a difference if you are a pc player.

    Still Sounds like something is wrong if you are getting worse FPS than me now on a much better system.

    With asset load times supposedly decreasing, I would imagine that we should not experience as many FPS drops, even if this patch was not supposed to increase the FPS. Either way, I'm experiencing the same as the previous commentators. Yesterday was a small boost to performance and FPS. Today is terrible. Maybe the server was less strained yesterday as people were downloading the game? If so, I wish they would assess their server situation considering how hard they push the Crown Store and gambling crates. In any event, this game's FPS and performance is no good. I have the hardware to absolutely kill the performance on this game, but it seems like I'm running 7 year-old equipment. I run most games at high or ultra settings with 120+ FPS at 1080p. I wish they would at least comment about these issues experienced in the last two days instead of only blaming it on addons. Most people I've read after state that the issues still exist after disabling all addons.....

    So I spoke to one of the devs real quick on Twitch. They said the big culprit for us PC users is outdated add-ons. Also try deleting your shader cache file in Elder Scrolls Online > Live folder. I'll give the add-ons more time to update before really judging my game's current performance.

    As for the issue still persisting after disabling all add-ons, I'm not sure. I didn't ask them about that since I hadn't tried that myself yet and didn't think of it.

    Update: After repairing the game, turning off add-ons, and deleting that file I'm still having performance issues that were not present before the update. Turning off the add-ons makes my FPS go a little higher, but it's still having huge drops and the game continues to stutter and freeze. I'm at a loss right now of what else to do.

    They are quick to blame addons that have not caused issues BEFORE their patch. I crash upon exit every single time. There big update has caused more headaches then improvements. My FPS is in the lower teens 90% of the time and no I am not in Cyro when it is that way. The party line of 'we are working on it' or ' possible on Monday in maintenance' it will be repaired are below sub par responses.

    I definitely had some addons causing problems as have many others. However, even without addons the various multithreading changes etc dont appear to be doing much, if anything.

    I haven't ever used any add-ons, and my FPS are now on 50 and lower instead of lingering between 80-100 like before the patch.

    There is no way to blame the FPS decrease on add-ons. It's not that reason.
