    I waited to see if someone had a definitive answer.

    It doesn't seem to be the case.

    I'm sure it would have to be announced in the monthly crown showcase. And then it can't be released 1 second before it gets on the crown store.

    (and then it starts dropping more than once a day after 3 months) :\

    The Dragonguard Supply Chest (drops New Moon Priest) has the new glow effect on it when lootable that was added on the PTS with the motifs. However, I didn't get a motif from my collection today so I can't confirm. Perhaps some other people can go check theirs out.

    It may be they are delaying it to synch with cash shop release date, which can't happen until console patch in a couple weeks.

    Motifs are frequently added to the game (in terms of their files, lorebook entries, and previews) with the major update in which they’ll be introduced. They don’t become available in game to us until an announcement is made in the patch notes (for in-game drops) and the crown store showcase.

    There was one exception: Meridian and Coldsnap began dropping immediately with their update, but ZOS took them away again as soon as they found out so they could formally release them at a later point.

    So keep an eye on the patch notes and crown store announcement for more info.
