Yeah Im Kiwi and the chapter is more expensive this year. I normally get collectors but this year it's so expensive I might have to pass on it.

Perhaps I'm wrong but post release that what it would cost me just for the chapter.
The saving grace there's nothing I want/need from it.
Obviously no use complaining about exchange rates
But between ping and price they may as well make this a US only game ..

It will only cost you about NZ$ 63.95 for the base upgrade while the digital collectors upgrade will cost you about NZ$ 149.95. Now I can't get the prices for your region on the bethesda/elderscrollsonline store but if what you're saying is true and the base upgrade costs you NZ$ 126 (aka 80USD) then yes, i HIGHLY suggest getting the upgrade on steam instead.

I am relatively new to the game and came recently and so I was always wondering, when new Chapter is transformed into normal DLC (So you can buy it for crowns or play with ESO+). Is it always with release of new Chapter then, so people who didn't buy Elsweyr chapter but play with ESO+ will gain access to it?

And how is that different than buying any standalone game? 60 on release (plus 40+ for the Season Pass), half that 6 mo later during the Steam sale, $19.99 for the full-package GOTY edition 18 mo later. (And then maybe the free giveaway one month on PS+/Epic/Origin/GamePass/whatever)
