People who say it's not needed are not using their imagination. If children get added then stories they are involved in get added, which will only enrich the game and make it more immersive.
My imagination tells me that there are children anyway (otherwise, how could people reproduce?), but in times of war, cultists, dragon attacks, assassins and all those other dangerous things, they're probably locked away in their parents' homes.

There are so many things which aren't directly shown. There aren't even enough houses for everyone to live in.
