I’ve always played an off-meta healer or rogues. Classes I’ve played:
Mage - Bard - Inquisitor - Warden - Brigand - Bear Shaman - KotBS - Archmage - Rogue (bard) - Medic - and now I play mainly a magblade, MagWarden and Magtemplar.
In this game I think magblade comes closest to what I like. MagWarden if it ever got an execute or a strong spammable I’d main that class I think.
Every class I’ve tried but magplar has something I don’t like about it, but I usually don’t like the cleric theme.

My lightning sorc and his lavender dinosaur will forever be inseparable. The only difference is he now carries a BFS instead of the stick he was given at launch.

Doesn’t it mean, ‘Most efficient Tactics Available’? Can you technically have a meta class? I guess leveling alts is easy enough switching classes is a tactic... probably the best tactic.
Yes it does. However, unless you're pushing for scores and optimizing your group for progression runs, it really doesn't have as much importance. You can formulate effective strats for typical content that is not reliant on scores, like swapping skills. That will be your "meta".
I'd just keep playing my necro tank like I do now. As long as I'm having fun and my build is viable and not underpowered, I don't care if what I'm playing is considered meta or not.
While I love the idea of an Ice Mage character, I also highly dislike how eso has handled them. They have a serious lack of skill choice and DPS is way lower than on a regular build. Take into account that Warden DPS is historically the least desired in actual content andddd..... well you can’t bring your Ice Mage anywhere serious.
A huge amount of players want this playstyle to get attention from ZOS and the community has come up with tons of good suggestions for how to do it. Emphasis on PvE.
Realistically, Warden DPS will need to be accepted as normal (like if you brought a Stam Sorc or Magplar to raid) before we can hope for a specific warden-based playstye like Ice Mages to be even remotely viable.
