Alliance for an Imperial Character

I created my first Imperial toon and wanted him to be in Pact. Ported to Davon's Watch, but could not join Fighter's guild, get writ certification nor the inn room. I took inn room quest, and it pointed me to Daggerfall. Ported there, and yep - writ certification NPCs were there.

Why is my Imperial assigned to DC and can I change that without having to purchase Any Race Any Alliance service?

    If your character is still low-level, you may want to delete him and start over. With an Imperial you have to select the alliance you want at character creation, independently of the race selection. You don't need the Any Race Any Alliance feature for that, but there's no way to change alliance after the character is made.

    If you didn't explicitly choose the Pact, the Covenant is presumably what it defaults to. (Also I guess make sure you're clicking on the right icon for the alliance you want. :D)

    Your Imperial is assigned to Daggerfall Covenant because you chose Imperial while on the Covenant races screen during character selection. Imperial is always available on all three faction choices.

    Unfortunately, you can't change your faction, ever, even if you did own Any Race, Any Alliance. If you want to make an EP Imperial, you are going to have to make a new character.

    Unfortunately it is easy to end up in the wrong Alliance.

    As above, if this is early on, roll another character if you want a different Alliance.
    Enjoy the game, life is what you really want to be worried about.

    Ouch. Welp. It didn't occur to me to click alliance emblems upon character creation, I thought I would be able to choose alliance either as I start or finish tutorial.

    Nope, that's the only place in the game you get to choose your alliance. It's the same if you have Any Race, Any Alliance - all that upgrade does is seperate the two parts of that menu so when you choose a race your alliance doesn't change, and instead you can choose any of the 3 options.

    (Incidentally Any Race, Any Alliance also doesn't allow you to change the alliance of an existing character, only to pick seperately from race when making a new one. There is no way at all to change your alliance after character creation.)

    On the other hand here is your opportunity to get inspired about why this is the case
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.

He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
