Actually, though I don't like it, it is possible to eliminate shoulder garbage entirely, without affecting anything else. Just don't equip shoulder armor at all. I've done that for one of my mains, and since I started doing that I've noticed many others doing the same. To me, for the sake of some outfits it's totally worth the loss of one buff. When I enter a trial I put it back on temporarily for the sake of the group. Tassets, on the other hand, cannot be individually removed; even if you were willing to sacrifice the armor level and the major 5-piece buff that comes with the chest piece. So, the light (and some medium) chest motifs are a total loss in most cases. Very few have no tassets, and even fewer have tassets that look OK tolerable (glass?). I suppose I should be grateful the outfit system exists at all.
