It's not going to happen.
Only a certain number of players have any interest or even willingness to participate in pvp.
Even a smaller number are interested in players being lootable, i.e. losing *** when someone inevitably kills you.
ESO has additional handicaps.
Seems like at least half players hate animation cancelling. Which is not optional if you want to be viable in pvp.
ESO's pvp *** on its story. Once you've finished the main quest, Cyrodiil and the sewers are stupid.
With shiny enough rewards events might be able to temporarily lure a few extra players in, but nearly all of those people will take their shinies and run. You'll never see them down there again.2 -

✭✭You reap what you sow. You dedicated PvP players have some time before the next PvP event. Pay careful attention to how empty your playground is now, and if you make it fun for people next time maybe it won't be so empty after the next event.
These players want easy player kills and the joy of ruining other player's efforts / fun.
They can't understand why people won't just line in front of them up to receive it.9 -

I am a PvE player and I do not enjoy PvP. So what would bring me to the sewers more often would be a lack of being attacked by PvPers.
It could be a "disable ability to acquire telvar stones/Disable PvP" type flag.
It could be a special item/potion/whatever.

You spent pages in another thread crying about how Tel Var is a bad system because you lose it so yes I do think people are afraid of losing them. You can look up a lot of forum posts on the subject alone.

I mean wouldn't losing something that significant cause more of the trolls, griefers, gankers, etc. that you hate so much? ✭Tel Var Stones are actually pretty useful as you can buy alchemy ingredients and a whole host of other useful mats with them.
A few of the sets and gold jewellery are also good to get (Shield Breaker, Imperial Physique..) and can be for sold for decent gold too.
Biggest problem is the penalty for dying.

The only reason I would ever go back would be for the story and that would only happen if there was no PvP.So they raised the floor and lowered the ceiling. Except the ceiling has spikes in it now and the floor is also lava.1 -

The thing that would get me to play more cyrodiil/imperial city, is if a far greater number of people didn't behave like jackasses. That's why I avoid most pvp. While I've always met a few, my side and the opposition, that can be cool, the vast majority of people I encounter in PVP are...well...horrible people to have to spend any kind of time with (at least, as long as they're in the pvp mindset - maybe they're fantastic people outside of Cyrodiil, but no - lots of jerks swarming to pvp)
In my experience, in MMO's...hell is other people. Except for my carefully selected guildmates, but we're all super casual when we get together in a big group. So, if you can think of a way to dramatically alter the mindset/approach of pvp players, then I'd probably embrace pvp with a lot more enthusiasm. Lol a lot of pvpers think the most toxic people exists in the PvE community, especially end game trial arena. I myself have given up on doing some of the harder vet trials, because there's so many obnoxious people there. I decided to buy some carry runs instead so I wouldn't have to hassle with all the horrible people in order to get the skin I wanted.
But I honestly just think they exist everywhere, the same way you found a casual pve guild, you can find a casual pvp guild.
Most solo players or small scale who's not farming stones in imperial City only want to gank pve players, that's why so few pvpers are in imperial City, because most of us don't find that fun.
Unfortunately, in the end all the horrible people in this game will still be around, everywhere we go.

The difference being that in PvE, those horrible players can't do much except insult you.
In PvP, they can do so much more. As you said, no one likes ganking. I think that's why, ultimately, PvE will always be slightly less toxic in perspective simply because they have less ability to do anything to you but type a few words in whisper. It isn't that PvEr's are somehow more "nicer", but they simply don't have the same opportunities to cause as much headache. And a lot of toxic people may be turned off by that and be more attracted to PvP instead.
I remember how I kept getting ganked during the event. So, out of spite, I deposited all my stones, avoided all mobs, and specifically kept coming to the same place I knew a ganker was hiding. They kept killing me a few more times but then stopped after a while. I guess they finally realized that killing a player that put up no fight and gave no rewards wasn't "fun" enough for them. Plus the fact that they always had to reveal themselves each time they did it, putting them at risk when they were literally right next to an enemy's base. It would be a looooong walk back.
If I ever go back to the sewers, it would be to hunt skyshards. And I will purposely not carry any stones with me and avoid all mobs. If OP is okay with that, then sure, I will return to the sewers.Edited by Wolf_Eye on February 16, 2020 6:35PM4 -

I know now that it will always be finger pointing between the two gameplay styles. There will always be players, uneducated and the like, that will just shove their idea of what EVERY x player is like and that's that. I just cannot comprehend the hatred you have for eachother, the PvE vs PvP mentality. It has shown me that this game is truly moving towards solo rpg hermits enjoying themselves in Skyrim online.
The post was originally made because I was curious about what would bring everyone TOGETHER, yet look at this mess. I enjoy both aspects of the game, and felt a great sense of community in the sewers during the event which I enjoyed.
Thank you for showing me that it was a very false sense of community, because the only "community" in this game is the type of player looking out for themselves, with a stern opinion that cannot and will not be changed or altered.

I recently played during some private server beta thing and it still had that same magic as before, It was faction locked until certain requirements were met, but people inside could still stay there. But the main draw was it being the best XP spots in the game.
If some similar incentive could be met, like unique loot or better tel'var rewards (unique only to that). I think it could bring more life into it.
Just giving regular mobs in there much more XP (like double) would go along way i think. So even if you did die, PvErs won't get too salty as it is not their primary reason to be there.0 -

I tried to get some legion zero pages. Some players came upon me soloing a boss. They waited until it was below 25%, then killed me. They left the boss alone to reset, preventing me from sneaking back to get loot.
I tried for 3 days. In the sewers and the districts. I tried during peak hours and woke up early for the dead times. I ran with others and alone, sometimes focusing on only the boss and sometimes taking the flag for some elbow room.
I killed few bosses, because the dedicated PvP players singlemindedly attacked with no regard for us. I got no Legion pages. I bought mine from the npc vendor.
I *especially* point out that I bought no pages from any guild trader, because that would be rewarding those dedicated PvP players for their a-hole behavior.
And now, because they left no room for me to have fun during the event, I have no desire to set foot in the imperial city at all.

You also reap what you sow. Creating a "woe is me" post isn't going to make you a better pvper. You've got sometime before the next dedicated pvp event. Pay careful attention to how bad you wanted your pvp reward pages and how instead of trying to get better at pvp (ya know, the same practice you put into pve) you came to the forums to complain that the players that dont just go into that game type once a year. You've gotno one to blame but yourself. If you're in a PVP zone you're there to PVP. You dont get special treatment

I'm not sure what might bring everyone together and get them to get into the sewers because the sewers are pretty tailor made fit for only those who like PvP. People who highly dislike PvP just aren't going to be willing to go. Attracting more PvPers specifically would be a more attainable goal. Considering this, I think one of the problems why PvPers may not like going into the sewers much is probably because I don't think the loot table and rewards for Tel Var Stones have changed much in the past years. They've pretty much remained static. Same old, same old.
And then cue the event, where something shiny and new pops up and suddenly everyone is going there. So I think it's just boredom with the current rewards that may be keeping even PvPer's away. If they could add a few new items...
...perhaps a new motif? Definitely a new storage chest *(that would make a ton of people happy, I'm sure). Maybe even add some of the rarer furnitures out there, or perhaps create new furniture based off of daedra (I know we have some daedric style furniture, but it doesn't seem like there's a whole lot of variety other than a few basins and a throne). Yes, yes, daedra probably don't need beds, but that doesn't mean that a few hardcore mortal NPC devotees of Molag Bal can't create a daedric style bed. How cool would that be?1 -

In the future, it may be worthwhile joing up with a group or a guild that is running it. Sewers has been more active than it was before they separated it (i really disagree with the title of the thread). It is much harder now to find time to farm solo as it has picked up alot. Trying to solo now is more similar to jumping into a trial solo
Pay careful attention to this:

It requires more cooridination. Who pulls boss, passing through zones, ect. Cyro is fine because numbers can pull a solo person. No coms and you are fine. Decent groups are all on coms. I guess its the same as a guild running a vet trial. They want you on coms and ready to go. Also, a pve guild might have you post parses to see even if they will let you try. A lot of more experienced pvp guilds want you in guild and active so they know you can pull your weight.
There are plenty of guilds that pve and pvp. Its probably your best bet1 -

Eifleber✭✭✭✭✭In the past I spent counteless evenings playing ctf in WoW or 4 man arenas in GW1 but you can not compare that with world PvP. At level 30 in ESO I tried to complete some quests in the sewers but it is very easy for gankers just to guard the door to quest NPC locations and instakill you a few times. After that I was killed several times when fighting daedra - and to make things really much worse you respawn at the other side of the map! Tiresome is the word I'd use to describe my time in IC.
Really I really don't feel any incentive to get back there (except for the skyshards).

The problem (imho) is that IC is way too crowded and there's very little opportunity to get away. I would say a mix of PvP and PvE only works if it is agreeable for most people - and atm it clearly isn't. I also played EVE Online and although you can basically kill everyone everywhere, PvE oriented pilots have a lot of options to escape and avoid PvP players. I played the game perhaps half a year and I have been ganked perhaps .. between 5-10 times? Same for WoW PvP servers, in some areas you can spend days without encountering opposing players.❆
