How can we make that a normal thing?
I have tried to get into Imperial city but most people scoff when I try and find team in zone chat. I'm not sure what I'm missing or unlike cyrodiil, do they not need pvp healers down there? I have spent many hours lfg over the past few months. I'm 560CP now, is that the problem?
You reap what you sow. You dedicated PvP players have some time before the next PvP event. Pay careful attention to how empty your playground is now, and if you make it fun for people next time maybe it won't be so empty after the next event.

Possibly they're scoffing because outside of pvp events, it's typically empty. Apart from a few people getting their quests done, collecting skyshards, or maybe farming hakeijos.
And healers are redundant for most PvE content including the sewers. Going all out DPS will typically kill everything before you suffer much damage. And there are a variety of self heals.
I'm primarily a PvP player, so I don't know what would drag ALL play styles to the sewers on a more regular basis.

Why is it that some people who PvP assume that people who PVE and want nothing to do with PvP are afraid of PvP? And when has PvP in ESO ever been 1 vs 1. It's almost always a gank squad or someone ganking AFK players or a PvP player waiting to farm PVE players just questing.

PvP in ESO is a joke, you lose nothing of any real value, no stat loss, no gear loss, there is nothing to be afraid of. People don't want to PvP because they just simply don't want to. And I suspect a good number of them don't want to deal with the people who PvP who behave like little children, I know after 20 years of playing almost exclusively PvP I don't want to deal with the trolls, griefers, gankers, people seeking tears, etc. Just simply not interested.
PvP in ESO is a joke anyway, I'm not knocking good people who enjoy ESO PvP, but lets face it, it's nothing like PvP used to be in MMOs, not even remotely close.
50% loss of stones is waaay too much and puts many players off and this has been an obvious flaw for a long time.

Since you asked - and I'm sure you see this one coming a mile away, but still...
The thing that would get me to play more cyrodiil/imperial city, is if a far greater number of people didn't behave like jackasses. That's why I avoid most pvp. While I've always met a few, my side and the opposition, that can be cool, the vast majority of people I encounter in PVP are...well...horrible people to have to spend any kind of time with (at least, as long as they're in the pvp mindset - maybe they're fantastic people outside of Cyrodiil, but no - lots of jerks swarming to pvp)
In my experience, in MMO's...hell is other people. Except for my carefully selected guildmates, but we're all super casual when we get together in a big group. So, if you can think of a way to dramatically alter the mindset/approach of pvp players, then I'd probably embrace pvp with a lot more enthusiasm. As it is, I avoid it as a cesspool of some of the worst and overwhelmingly prevalent human behavior.

I tried to get some legion zero pages. Some players came upon me soloing a boss. They waited until it was below 25%, then killed me. They left the boss alone to reset, preventing me from sneaking back to get loot.
I tried for 3 days. In the sewers and the districts. I tried during peak hours and woke up early for the dead times. I ran with others and alone, sometimes focusing on only the boss and sometimes taking the flag for some elbow room.
I killed few bosses, because the dedicated PvP players singlemindedly attacked with no regard for us. I got no Legion pages. I bought mine from the npc vendor.
I *especially* point out that I bought no pages from any guild trader, because that would be rewarding those dedicated PvP players for their a-hole behavior.
And now, because they left no room for me to have fun during the event, I have no desire to set foot in the imperial city at all.

Insane, this was a post about trying to bring more people into the sewers. NOT unwilling PvE players, NOT so I can gank them and take stones, NOT so newer players are fodder for anyone who actually knows how to play the game.
This community is disgusting.
As a PvE player why on earth would I WANT to go into a PvP zone - for anything?
Gankers will gank regardless. Cheap burst kills from shadows, they're not even looking for a 'fair fight' 99% of the time and it's just frustrating for the PvE player to contend with that rubbish.
There's a reason why people don't bother with that zone....
