The Patching Overhaul is a massive part of the Update 25 base-game patch (arriving February 24 for PC/Mac and March 10 for PlayStation®4 and Xbox One) that completely overhauls how the ESO game client is downloaded, patched, and stored on local hard drives.
From:Unfortunately, it is not possible to begin the download for Update 25 early (nor simply use the files from the PTS)—it will begin the morning of the update’s launch. Once the download has begun, it’s simply a matter of waiting for it to complete and launching the game as normal.
It's barely an event. It's just double drops in the zone and arena and some tickets.

Except there are weeks and weeks of the year when there ISN'T an event. Also they specifically made this month's daily login rewards shorter to accommodate people with slow internet and will do the same next month as console gets it there. Yet they decide to **** over PC players for the event?

I live in rural america and on the BEST network I can get internet speed top off at 765 kb/s, and that's where it tops off at, often being way lower when it comes to downloading stuff. last time I had to re download the game it took nearly a month. Plus the fact that I'm hard capped to 100GB/ month and this is just a disaster. this is just fan-***-tastic.

It seems many developers fail to consider this.
Given how the patchwork and rubbish infrastructure for internet in the United States cuts into their profits, you’d think they’d be lobbying hard to make the internet a public utility like it should have been from its inception. It needs to be a nationally supported, nationally standardized piece of infrastructure just like roads are. I mean, they basically are roads - digital roads.
