When are these happening? I thought some had already happened but the game runs worse than ever.

Don't expect miracles tho, it is multicore optimization works on some stuff not a new engine. It is live on PTS you can test it if you want.1 -

While it won't be a sudden next-gen upgrade don't sell the power of refactoring so short... especially with anything involving large amounts of data or servers.
Over the last 20 years, we have actually made some significant improvements in both of those areas.0
