Is biting jabs a replacement for dizzying swing on stamplars? Thats what im using, but i just kinda figured it out myself and didnt think i was a "thing".

Yes, Biting Jabs is what most stamplars use for a spammable. Some choose to use D-Swing, it's just a matter of personal preference.

Biting jabs is such an awsome skill and reason in itself to play a Stamplar, i could NEVER imagine chosing dizzying swing over jabs. Thanks for the info man.

So why dizzy was so sought after before elsweyr.
It had a knockback+ high damage(around 20-30% more depending on the patch) with each hit. Now you might think that sounds OP, well the cast was another 200ms longer which is close to having another average window of reaction time. Since because of this long cast and the stun being only tied to the dizzy hit, it was absurdly easy to counterplay. Any player who can animation cancel could just swap to block canceling weaves to stop the enemy dizzy user. To make things worse for this OP dizzy, it used to have two aim checks. Which means that you must point at your target, press the key, wait for cast, point at target again. If you were not good at aiming you did no damage. Pair this with the movement/mobility hard nerfs from murkmire due to swift jewelry being unbalanced and newer players just thought the ability didnt work, but they for some reason saw better players trashing them with it.
What lead up to why everyone uses it now? (elsweyr hit)
Changes to Onslaught happened and zos tried to lower the cast time of dizzy since few people used it. Well not only did they ruin a unique ultimate in the game, they also introduced something that could make anyone do a disturbing amount of damage. I remember on pts I was killing one of the best players I know on his 4 shield sorc at 60% of 28k hp with almost 25k shields with one execute because of how strong onslaught was originally. How does this affect dizzy? Well dizzy was essentially a guaranteed onslaught and it just became way more usable (I believe it was also this patch where dizzy became a single aim check, point and click no skill = highest possible damage)
At the same time nerfs/changes happened to the s&b skill line making the three abilities typically used in the playstyle down by around 8% damage and reverb the stun+defile no longer. DW also recieved nerfs to steel tornado spamming which alot of players used for a large aoe guaranteed execute. Templar in your case still had a built in spammable which kind of let templar slip past losing these playstyles, but even so most stamplars swapped to using onslaught.
Now
Dizzy has been reduced to a VERY easy and simple ability to use. With offbalance on it, zos already told you what rotation to use heavy>dizzy>repeat. Counterplay for the defender is near impossible since the stun is based on the medium or heavy attack which will be invisible due to the animation being canceled. Not to mention that with the offbalance cooldown changes, the stun will seem to happen randomly or atleast wont be reliable to use or defend against.
For some reason zos also thinks people still have a hard time hitting dizzy even though it is a point and click spammable, so they added in a snare to "stick" to your target. However if you heavy snare players generally when they want to move in a direction they will do the next best thing. Either they will use race against time/ shuffle or there is a good chance they will just roll to take no damage from the 2h user spamming them. The snare also wont help you stick to your target, since it will only apply if the enemy has offbalance cooldown. This means you must engage and hit an enemy with dizzy, then "stick" with them by yourself for at minimum 7 seconds. Then hit a dizzy to apply the snare that is supposed to make it easy to "stick" to your target. What is insulting from zos is that they took what used to be a fast hard hitting playstyle that was directly dependent on skill and movement, and reduced it to a simple spammable that they outright said they want it closer to jabs spam. Here is why I ask, why not make dw which already has a jabs copycat ability into that playstyle?

Lol no. The nerfs to DW killed DW. Give the DW ult upfront burst and 100% pen and you’ll see players using it over 2H. In a burst or be bursted meta who’s go time for low damage dots on 10 second timers. DW doesn’t even have a single target spammable anymore since they turned the morph of flying daggers into a trash tier conditional gap closer.
