If you are only leveling then they will probably deal very similar damage so it does not matter what you choose. But later the physical damage morph will be getting better and better with more CP. But thats later and you can always unmorph and get it.
On the other hand you could slot heal (like the first skill in green balance) and keep you and bear alive.

However, as to your question OP, if you are running a Stamina build you don't want to run a Magicka-damage ultimate because the damage will be even less. As you can see, the negative nancies are telling you you'd receive more damage from other ultimates- but that' not what you're wanting- you're wanting to use the bear. In reality, the bear does not die very often except maybe in intense boss fights... in my experience, I have yet to have the bear die in any or my encounters, even with the World Bosses that I've encountered, although I wasn't soloing them either. So in short, even though you'd have a bear that didn't automatically respawn, you shouldn't have to re-summon it very often anyway, and you'd be doing much better damage with the Stamina version.

For a low-level noob levelling character?
Dawnbreaker is the Fighters Guild ultimate. Its a LOT of work to level it, and most people will be well past 50 and into their CP levelling before it unlocks.
So would you suggest prior to it unlocking?
