(edited) Magnum Shot knock-back sometimes doesn't work?

I'm using Magnum Shot (morph of Scatter Shot, on the bow tree) and its supposed to knock people back 8 meters.
I've noticed that sometimes, it doesn't knock people back at all, and they just go down to one knee stunned for a second instead. This was a guy standing still, not in combat, hadn't been stunned recently. He clearly wasn't CC immune because he was stunned, but he didn't get knocked back at all, I've seen this multiple times. Anyone know what causes this?

Shadow_Akula✭✭✭✭✭... um draining shot hasn’t knocked back since scalebreaker I think, I switched to magnum shot for the knock back.
Update: so went digging turns out it hasn’t had knockback since dragonhold released:

Shardaxx✭✭✭✭✭Oh no sorry guys I think I changed it to Magnum Shot, it deffo does knock back most of the time so it must be that morph now, but occasionally, just stuns em a little.
