Cannot Start the Hireling for House Televanni Quest to Get the Televanni Magister Personality?

What the title says. Can't find Eoki the Argonian slave who hangs out at the docks. Had no problem encountering him on the toon I bought the Morrowind DLC for. But this was a minor toon and now I can't find this NPC anywhere using my major character. Is there some other place in Sadrith Mora where this NPC hangs out?

KyleTheYounger✭✭✭Update: reloaded the entire game via Steam and travelling back to Morrowind seemed to fix this. So it appears to be some weird sort of a glitch all along.Edited by KyleTheYounger on February 8, 2020 5:47PM0
