Character can't initiate trade with some others "You must be closer to trade."

I reported this bug with the in-game report a couple times already, but I'm still getting it after a year or more. It does seem to be gear related, but not sure how.
There are some characters, one of my characters can't initiate trade with. I'm always getting the error message "You must be closer' to trade.", no matter how close to them I am. They can initiate trade with my character from the same range just fine and other characters can initiate trade with them, just this character can't initiate it with them.
This character can initiate trade with other characters just fine, just with some not. The character she was trying to trade with in the following screenshot is a magicka templar with random stolen gear on and the Centurion Field Armor Costume, taking everything off (all Equipment and the Costume) didn't change anything, however putting crafted gear on worked, even after putting the stolen gear back on.

From the screenshot, apparently you have encountered the problem while playing on a PC/Mac, but on which mega-server were you logged-in? ZOS cannot investigate without that information. Please review the Guidelines For Bug Report Forum for advice on posting a useful bug report.
Personally, I have no experience with attempting to trade items which are stolen, or with a character who is equipped with stolen armor and/or weapons. Perhaps one of the Patch Notes discloses something pertinent to these situations.

I did not try to trade items that are stolen, but I couldn't have anyway, because the trade never starts in this case, the trade window doesn't show up at all.0 -
s_ch_kb16_ESO✭✭✭Trying to trade with the same character today and the same bug came back. This time, switching into crafted gear didn't help.
Another one of my characters could trade with that same character just fine.
