We usually recommend that you wait until
CP160 to worry about spending resources on gear sets, @DraggOOn_021. Because that’s the gear cap.

But, if you’re intent on playing under-50 PvP, or have plenty of gold or mats to allocate, then crafted sets are your best bet.

For Stamblade, you’ll probably want to get crafted New Moon Acolyte or Hunding’s Rage as your damage set.

After that, you’ll need a sustain set. Shacklebreaker works well with Stamblade ... since you’ll be running a few magicka skills.

But what about active abilities and passives

Check out Alcast or Xynode for ideas on builds. Play around with their recommended skills and experiment with others. Unlike magsors, stamblades have a pretty rigid set of skills for PVE and PVP with little overlap. But if you want to PVP in the future, you can level them up in PVE. Just so you know, you will be doing some PVP as no stamina character can truly survive in PVP or PVE without Vigor, and you can only get that under the Assault skill line, which can only be leveled up by fighting, killing, and dying in PVP.

As for passives, get all of the racial and medium armor ones, except for the sneaking one in medium armor if you are just going to PVE. But if you are going to do PVP or the DB/TG quests, get those too, plus consider slapping on a heavy piece of armor or two to level up that skill line. Some very useful passives in there for PVE, and much more for PVP.

Just to ad to what has been said already,

Level all skills you can. You never know when you'll want/need to slot weapon/shield for defense. Or swap from dual wielding to 2hander.

Until you've unlocked vigor, a great stamina heal is in the 2hander skills (for example).
