Not going to disagree, but why not revert dizzy back to pre elsweyr (longer cast, 2 aim checks, knockback, actual damage)
and take current wrecking and tack on the offbalance
I've suggested this multiple times before, but how it works is that it leaves you with the choice of a rewarding skill shot morph vs a more spammable rotation morph. Wrecking will retain empower and gain offbalance as it works on pts. So a player will have to know to utilize light rotations and when to go into heavy rotations to maximize damage. Or they could even make it so you do empower and on your second/third dizzy your next heavy attack will offbalance your opponent. Idk play around with this idea a little.
If you want to turn uppercut into a light or heavy minigame, don't subject both morphs to having to focus on only one mechanic. As it stands a player's skill won't change how effective they are at using either ability. Players now pick dizzy and will only ever do (HA>dizzy>HA>dizzy....Med>ult). Players who for some reason chose wrecking will only ever use (LA>Wreck>LA>Wreck). A player should have an incentive to learn more than one spam rotation and be rewarded for doing so.
